How a recon works
A recon is the judge's window. While it is in progress, file the signed warrant and choose which identifiers to quiet or terminate. Completing it keeps the recon on this list, locks its decisions, and finalizes its terminations. Undo completion on the recon to change decisions. That takes those terminations off the organization list until the recon is completed. A recon can be deleted until the signed warrant is filed. After that, only a platform administrator can delete it. People and decisions go with it.
